You were in the right place at the right time, Brian.  Who knows what would have happened if you hadn't been.

My brother was in a serious accident 8 or 9 years ago due to a low.  The car behind him thought for sure he was intoxicated.  Within a few minutes of the accident my nephews happen to be driving by and stopped.  They were told not to approach the vehicle because they believed the driver was drunk.  My newphews preceeded to explain that the driver was their uncle and he was diabetic.  He was NOT wearing any medical identification.  The State Police showed up, along with a rescue.  My brother's BS tested at 14.  He was given glucagon and spent several days in the hospital.  He was cited for not wearing a seatbelt and had to go to court.  He paid a small fine and was warned by the Judge never to appear in front of him again for the same incident.

As far as getting a license in this state (RI), I'm not sure if they ask any medical questions when a person first gets a license.  I know they do not ask when it's time to renew it, which is every 5 years.
